Let's first agree that punishment must be grounded in facts, and culpability proven beyond all reasonable doubt. You wouldn't go about punishing people without necessary and sufficient reason, would you? Now, to use another meaning of the word, people have reason, right? Let's use it!
May I propose (keeping an open mind about the details - *don't thumb this down* just because it may not be the most efficient way to deal with it - I mean, what do I know about forum UX design) a system whereby each reaction can be voted "Helpful", "Suspect" or "Defo Troll", which would allow for easy, click-efficient crowd-"wisdom" gathering to enable reaction-rating, additionally providing yet more data to mine for those who are into that kind of thing.
I'm not sure that last sentence was long enough to warrant a horsey; how about you?
